From the academic chair to the highest offices of State: a retrospective on the career of a leading figure in Gabon’s Transition.
Since 1st January 2026, the Ministry of Sustainable Tourism and Handicrafts has been under the stewardship of a pre-eminent academic authority: Professor Marcelle Ibinga, spouse Itsitsa. A CAMES (African and Malagasy Council for Higher Education) Senior Lecturer in Hispanic-American Literature, she personifies the potent alliance between intellectual rigour and political commitment at the summit of government.
An Architect of Knowledge and Administration
The foundation of her expertise was established at the University of Perpignan Via Domitia, where she was awarded a doctorate in Iberian and Latin American Studies in 2006. Her subsequent ascent within Gabonese academic institutions has been nothing short of meteoric.
From the École Normale Supérieure (ENS) in Libreville, where she held significant roles in pedagogical management, to her tenure as Director General of the University Institute of Organisational Sciences (IUSO) from 2019 to 2023, Professor Ibinga Itsitsa has demonstrated a masterful command of complex institutional management and the cultivation of the nation’s elite.
Political Engagement at the Heart of the Transition
Her entry into the political arena marked a decisive chapter in her professional life. As a key protagonist during the Transition period, she has successively held positions of high legislative and governmental responsibility:
- In Parliament: Serving as the 5th Vice-President of the Transition Senate, and subsequently as a Member of the National Assembly.
- In Government: She brought her strategic vision to the portfolios of Higher Education, Scientific Research, and Technological Innovation, before steering the Ministry of the Civil Service and Capacity Building.
This ministerial versatility stands as a testament to the absolute confidence placed in her ability to reform and modernise the machinery of State.
National and International Recognition
The excellence of her career is punctuated by prestigious distinctions that honour both her academic contributions and her service to the Nation:
- Knight of the International Order of Academic Palms of CAMES (OIPA/CAMES).
- Officer of the Gabonese Order of Merit.
- Recipient of the Medal of Recognition of the Gabonese Armed Forces.
A member of numerous learned societies, Minister Marcelle Ibinga Itsitsa continues to champion Gabonese scholarship on the international stage, while currently dedicated to establishing Gabon as a premier destination for sustainable tourism and a hub for artisanal excellence.
« A journey where the scholar’s pen meets the stateswoman’s action to shape the future of Gabon. »
